Ultranote Network Hashrate Irregularities

There have been some strange irregularities on the UltraNote network today. Namely...

     1. High sustained hashrates not associated with known mining pools.
         a. The overall network hashrate has been static at 2.57 MH/sec for some time now.
         b. During this time, known pools hashrate has fluctuated between 140 to 160 KH/sec.

Is this solely due to mining not represented in the known pools? Or something else?

What's interesting is that when this happens, block discovery rate plummets - if you look at block explorer only 4 blocks have been found in the last 10 hours, when normally we are shooting for a block every 2 min. I believe this is by design to protect against some sort of consolidated mining takeover??

This was my guess as well based upon the network behavior I had observed. 

According to the Block Explorer API - the hashrate has been static at 2541732 H/sec for the past 2+ hours. This seems highly unlikely, if not outright implausible, for the hashrate to remain completely static for such a period of time.
